Vacation Pay
On June 30th 2011, you will receive vacation pay. Your entitlement is 188 hours plus your remaining PAA hours. The maximum hours paid out would be 240. (188 vacation + 52 PAA)
Vacation Allocation
In the event if you are on layoff in July or August E.I. and sub allocates your vacation pay at 40 hours per week as follows:
The two weeks of shutdown (July 4 and July 11), the week prior to shutdown (June 27th) the weeks following shutdown as follows see calendar.
The only way your allocation would not follow this procedure is if you have a vacation leave of absence filed through your group leader, at a different time during the year. Remember to keep your yellow copy as proof. * If you cancel, or do not take your vacation, you will end up paying back E.I. and sub dollar for dollar. This will only impact very few members who are on an inverse seniority layoff during this period.
In the weeks you have your vacation pay allocated to, E.I. will not allow an E.I. waiting period to be served pay any E.I. sick claims or compassionate care claims.

Committee Members Report
Committee members made reports on their locals and surrounding communities. It was heart wrenching to hear about the closing of the Windsor Transmission Plant and the Ford plant in Talbotville. On the upside the Chrysler Mini Van plant in Windsor, volumes remain steady with production on 3 shifts. The GM/Cami assembly plant is very busy working 3 shifts 6 days a week. Oshawa assembly is is working steady with production lines on 2 and 3 shifts with no production workers on layoff. St. Catharines engine plant V6 engine production is on 3 shifts working steady with limited overtime. The V8 production is currently working 2 shifts and the Glendale site is in the process of constructing a new building to house the new 6 speed transmission.
Correspondence
The retail sector
Casino and health care employees in some areas are seeing full time being reduced to part time, therefore affecting wages and benefits. The retail employees seem to be hit the hardest as their lack of hours does not qualify them for E.I. benefits.
Employment Insurance and Canada Pension Plan Conference
This years conference will be held June 3 to 5, 2011 in Port Elgin. The conference will deal with topics and issues related to E.I. and CPP. Call letters will go out to all local unions early in the new year.

Greetings Brothers and Sisters;
Throughout the shop floor, quite a few questions have been asked regarding the up and coming departmental seniority layoff. In this information leaflet we hope to address these concerns.
The first one is the threshold and repayment rate for E.I. benefits for the 2011 tax year. The threshold for 2011 is $55,250 NET money. Net money is what you have cleared after taxes. Total monies collected from 2011 include your GM earnings, SUB, vacation pay, E.I. benefits and any other outside earnings you have been paid. If your net income for taxation year exceeds the threshold of $55,250 you must repay 30% of the lesser of the total E.I. benefits paid in the taxation year, or the amount by which your income for the taxation year exceeds the threshold.
For example: (we stress to you this only an example from 2007)
In this tax year the threshold was $48,750
Net Income $57,000
Minus threshold $48,750
Equals $8,250 (X 30% = $2475)
In this case $8,250 exceeded the threshold. Everyone is not taxed the same, therefore, when you receive your E.I. T4 slip you will see how much you actually exceeded if at all and how much E.I. benefits were earned.
If you start a new claim in 2011, the rate increases to $468 gross money per week. The allowable also increases to $187 gross, meaning you can earn up to this amount per week while collecting E.I. benefits. Any amount over $187 is deducted dollar for dollar from your SUB and E.I.
Frequently asked questions:
1.Will I lose any of my benefits during this layoff period?
No, you will not. All benefits remain intact as long as you are in receipt of SUB and E.I. If you have One SUB payment per month you will get your health care optional and group life insurance deducted.
2. Do my pension credits and vacation year hours cease during this layoff period?
You WILL continue to acquire pension credits, and will be topped up to 1000 hours for FULL vacation pay allotment.
3. Will I be paid for the Dec.24 holiday and if I am what do I declare to E.I.?
If you are on layoff the week of December20th and worked December10th, you will be paid 8 hrs. for December 24th. For the week of December19th, you will claim 8 hrs. worked and the amount earned is $277 for production and $322 for skilled trade. This is based on tool setters rate for production and tool maker rate for skilled trades. If your rate is different, look at one of your pay stubs. (add the base rate and the COLA then multiply by 8). The week of December 26th is a full 40 hour week as you are paid 5 days of holiday pay.

Greetings Brothers and Sisters, I would like to address the following 3 issues:
Clawback
Income tax time will soon be upon us and if you collected E.I., you may be entitled to an E.I. clawback (refund). If you collected E.I. between January 1, 2009 to May 31, 2009 you could receive payment. If you were on a continuous inverse seniority temporary layoff past the May 31st deadline, your clawback benefit will continue until you have returned to work. For example, if you went out in March 2009 and returned to work in September, 2009 your entitlement would end September, 2009.
E.I. Extensions
As I stated in an earlier leaflet, some of you who qualified for upto a 20 week E.I. extension, may have seen delays in your SUB payments. The reason being is; our SUB system works on a 52 week cycle. After 52 weeks, your E.I. claim expires and SUB assumes you have to put in a new waiting period. This is not the case with the extension. What drives the SUB in this case is your E.I. When the SUB system sees that you have been paid E.I., it then pays out your SUB. This is why it is vital to keep your E.I. reports up to date.
Vacation Allowcation
The E.I. system of allocating your vacation pay has caused a lot of confusion over the years as to what E.I. and/or SUB entitlement will be in the event of a layoff in July or August. E.I. allocates your vacation pay at 40 hours per week as follows:
The 2 weeks of shutdown - July 5 and July 12
The week prior to shutdown - June 28. The weeks following shutdown until all your vacation hours allocated. (see Vacation Allocation Calendar below) The only way your allocation would not follow this procedure is if you have a vacation leave of absence filed through your supervisor, at a different time during the year. Remember to keep your yellow copy as proof. You must complete a vacation leave of absence form to allocate these hours. * If you cancel, or do not take your vacation, you WILL end up paying back EI and SUB dollar for dollar. Remember, this allocation will only impact your if you are on layoff in July or the first part of August.
